			<content:encoded><![CDATA[<p>The 6th National Congress “Russian Economic Modernization: Development of Priorities” will take place at one of Moscow’s largest business compounds, the World Trade Center, on October 18–19, 2011. This is an annual event centered on pressing economic issues and the establishment of long-term partnership between businessmen, state bodies and public organizations.<br />
This year will witness the sixth congress. The first congress, a federal event significant for the business community, took place in 2007. Each year the Chamber of Commerce and Industry takes active part in the organization and holding<br />
of the National Congress. It is the main organizer of the VI National Congress “Russian Economic Modernization: Development Priorities”. The key item of the congress is the socioeconomic development strategy for the period until 2020 and efficient ways of the development of industries in Russia. Through the years of its existence the National Congress has become an important floor for the discussion of the most topical and serious issues in the economic development of Russia, which draws public<br />
officers, academicians and businessmen. The congress organizers set as their main goal the elaboration of proposals on the bolstering of domestic economic modernization and a switch to new technologies through the efficient innovative partnership<br />
of the state, the Russian science and the business community. The National Congress is one of the awaited public and economic events in Russia in 2011. Each year the congresses are attended by representatives of the RF Presidential Administration, relevant ministries and departments, the Federation Council and the State Duma of the RF Federal Assembly, heads of Russian<br />
regions, heads of expert and academic communities, the largest public organizations, the leading companies, and business and sociopolitical media outlets.</p>
<p><strong>Модернизация экономики России: Приоритеты развития</strong></p>
<p>С 18 по 19 октября 2011 года в одном из крупнейших деловых комплексов Москвы – Центре международной торговли – состоится VI Национальный конгресс «Модернизация экономики России: Приоритеты развития». Это ежегодное мероприятие, в ходе которого участниками обсуждаются острые экономические вопросы, актуальные на сегодняшний день, устанавливаются долгосрочные партнерские отношения между предпринимателями, государственными структурами и общественными организациями.<br />
В текущем году конгресс пройдет в шестой раз. Впервые это несомненно важное для бизнес-сообщества мероприятие федерального масштаба состоялось в 2007 году. 			<content:encoded><![CDATA[<p>Key aspects of the formation of the International Financial Center in Moscow were discussed at a meeting of the International Advisory Council on the sidelines of the St. Petersburg International Economic Forum this summer. Those included the new infrastructure of the Russian stock market and city development plans of Moscow as the floor of the grandiose project.<br />
While commenting on the project’s future, Dmitry Medvedev emphasized that the financial center must not be an isolated part of the country or its economy but it must be an inseparable part of the entire economic mechanism. The need for integration and linking of a broad range of various tasks adds to the difficulty of the project. Its successful implementation will take changes not only in the financial sector but also in affiliated economic fields, the President said.The solution of many pressing problems has begun in the recent months, the President said. There is an agreement to open the central depositary and the unified stock exchange through the merger of two Russian largest exchanges, the MICEX and the RTS. The system of financial markets regulation is being upgraded. The Federal Service for Financial Markets was granted with additional powers in supervision over the insurance market. Actually, the mega-regulator of the Russian financial market took shape.Russia is joining the memorandum of the International Organization of Securities Commissions. In addition, it was decided that Russian<br />
issuers of securities would switch to international financial reporting standards. The President stressed that directives to the government and the Finance Ministry were given in all the aforesaid areas.<br />
Next priorities include the recognition by Russian law of foreign depositaries as nominal holders of securities and the lift of restrictions on placing and circulation of Russian securities abroad.It is important to upgrade the infrastructure of Moscow as the city where the International Financial Center will operate. The recent agreement between Moscow and the Moscow region on broadening the city limits was an important step. The project is important not only for Moscow residents and state institutions. Dmitry Medvedev stressed in his address to members of the Advisory Council that the creation of the center was beneficial not only for Russia. That would be a major contribution to the financial industry in general and to the global economic development. In his words, Russia hopes very much that international experience and recommendations of<br />
leading financial experts, and their support to the project will have the most favorable effect on the project fulfillment. The next meeting of the International Advisory Council is planned for this October to hear reports of experts, ideas and proposals about the development of the International Financial Center.</p>
<p>В ходе заседания Международного консультативного совета, состоявшегося в рамках Петербургского международного экономического форума летом текущего года, обсуждался ряд ключевых вопросов создания Международного финансового центра в Москве. Среди важнейших вопросов – формирование нового облика инфраструктуры российского фондового рынка, а также новые перспективные планы развития Москвы как базы этого грандиозного проекта.<br />
Говоря о будущем проекта, Дмитрий Медведев особо отметил, что финансовый центр должен быть не изолированной частью страны или экономики, а неотъемлемой частью всего экономического механизма. Необходимость интеграции, взаимоувязки широкого круга многоплановых задач, несомненно, повышает уровень сложности стоящих задач. Для их успешной реализации потребуются, по мнению Президента РФ, изменения не только в финансовом секторе, но и в смежных отраслях экономики.Президент РФ отметил, что за последние месяцы начали решаться многие, давно назревшие проблемы. Достигнута договоренность не только о создании центрального депозитария, но и<br />
о появлении единой фондовой биржи на базе слияния двух крупнейших российских бирж – ММВБ и РТС. Стала совершен-<br />
ствоваться система регулирования финансовых рынков.<br />
Федеральная служба по финансовым рынкам была наделена дополнительными полномочиями надзора на страховом рынке. Фактически сформировался облик мегарегулятора российского финансового рынка.Россия находится в процессе присоединения к меморандуму Международной организации комиссий по ценным бумагам. Кроме того, приняты решения о переходе российских эмитентов ценных бумаг на международные стандарты финансовой отчетности.<br />
По всем перечисленным выше вопросам были даны соответствующие распоряжения Правительству и Министерству финансов, подчеркнул Президент РФ. В числе приоритетов дальнейшей деятельности – признание иностранных депозитариев в качестве номинальных держателей по российскому праву и отмена ограничений на размещение и обращение российских эмиссионных ценных бумаг за границей.Одной из важных тем, конечно, является совершенствование общей инфраструктуры Москвы как города, где должен создаваться и работать международный финансовый центр. В последнее время этот вопрос получил существенное практическое развитие – заключено<br />
соглашение между Москвой и Московской областью о расширении границ города. Воплощение в жизнь всего проекта будет иметь значение не только для жителей Москвы и не только для государственных учреждений. В своем выступлении перед членами Консультативного совета Дмитрий Медведев особо подчеркнул, что создание центра выгодно не только России. Это будет серьезный вклад в развитие финансовой индустрии в целом, в глобально-экономическое развитие. По его словам, в России очень рассчитывают на то, что международный опыт и<br />
рекомендации ведущих финансовых экспертов, их поддержка проекта самым благотворным образом повлияют на его исполнение. В октябре текущего года запланировано провести очередное совещание Международного консультативного совета, где будут представлены доклады экспертов, конкретные идеи и предложения по развитию МФЦ.</p>

The principle aims are to support the development of an International Financial Centre in Moscow and the improvement of the investment climate in Russia; strengthen the competitiveness of the national financial and banking system; and facilitate a constructive international dialogue on how global financial reform should be shaped in order to support sustainable growth.  MOSINTERFIN is to be attended by global leaders, leading officials and financial experts from across the world and from within Russia.</p>

			<content:encoded><![CDATA[<p>In one of her speaking engagements, Kay Koplovitz, the founder of USA Networks and an expert in how to build shaky startups into billion dollar empires, said: “The easiest way to get to the top is to start at the top”.</p>
<p>So what does it mean to start from the top, when in fact, every entrepreneur is starting from scratch?</p>
<p><em><strong>Golden Shortcut # 1: Develop your network before you need it</strong></em></p>
<p>In his book “Relationship Economics” David Nour, an established thought leader, points out that every personal network of relationships has to be measured along three axes: Quantity, Quality and Diversity. Quantity means that your network should contain at least a few hundred individuals. Quality means that at least 50 of those few hundred should be reasonably expected to pick up your emergency call. Diversity means consciously reaching out to people outside of your area of expertise. One of the most common mistakes made in networking is trying to gather a collection of individuals who are similar to you. The core of the matter is: the more diverse your network is, the more influential you become. Remember that tattooed guy in the elevator you never talk to? Time to say hello to him.</p>
<p>If your portfolio of relationships is not rating high on any of the three aforementioned dimensions, you have to go back to the drawing board. Wait, it gets better: take out your old address book and start adding your old connections to LinkedIn – you will be surprised what you can discover. Besides, reconnecting with old friends is a sure way to pump up all three dimensions of your network.</p>
<p><em><strong>Golden Shortcut # 2: Learn to Nurture your relationships</strong></em></p>
<p>There is one simple rule that is key to transforming your contacts into lifelong relationships (as in people always pick up your calls and offer to bring you chicken soup when you are sick). Remember: the best way to make any relationship last is to take a genuine interest in the other person’s life and actively offer help. Such approach to relationships makes them effortless and very rewarding, not to mention that it makes people in your network feel very special. The bottom line: people generally do business with individuals they like. Yes, it is really that simple.</p>
<p>Imagine that every relationship has an account: before you can expect a withdrawal, you need to make a deposit. Different relationships require different currency, such as time, money, attention, empathy, expertise or guidance. However, one of the most precious habits to have is the ability to share your connections freely and graciously with people from your and other people’s networks. Such favors are never forgotten.</p>
<p><em><strong>Golden Shortcut # 3: Learn to ask for other people’s generosity</strong></em></p>
<p>In his book “Never Eat Alone”, Tim Ferrazzi says that the key to success is generosity. However, giving it or accepting it is only part of the game. The main challenge is “to go out and ask for it”.</p>
<p>Some of my best connections were built because I set my doubts aside, and simply asked for help. This is what I call starting from the top. “Wait a second”, some of you might say, “how is it starting from the top when one has to plea for help”? Very simple. Every time I start a new project, I define the person in my network who has access to decision makers, influencers and change agents in the community that I am trying to reach. I approach that person with a quick overview of my project and an unreasonable request: to introduce me to someone on the very top of that structure. People I get introduced to usually see the community from a vantage point and have the resources and expertise to advise me on where to go and who to talk to next.<br />
This is exactly what I call starting at the top to get to the top.</p>
